The setting "SpaceX ignore tech price multiplier" doesn't do what it says. Instead of setting techs to ignore the cost modifier, ticking this setting divides the cost by 4.

If the setting is ticked, set SpaceX techs to ignore tech cost modifier. If it's not ticked, divide cost by a further x4.
