[TUTORIAL] Hardhat ignition for OP chains tutorial

Task Description:

The idea is that we want a tech post that explains a little bit about hardhat ignition and clearly shows step by step how to set up a deployment "pipeline" for deploying to Mode.

Not only that, it would be a nice touch if that same hardhat ignition code could deploy the same contract to Mode, optimism, Base and some other OP chain showing how that can be an amazing tool for the superchain devs 👀 .

It's ok if this tutorial is a little bit long, it will require a lot of things and it's better to clearly explain how it works.

Acceptance Criteria:

The article needs to briefly explain what hardhat ignition is and why we want to do what we are doing on this tutorial. It should also include a step by step guide explaining how to build a pipeline to deploy to 4 different OP chains to show the power of hardhat ignition and what it can do.
