Alerting capabilities - incomplete.

Cadences are currently not on the top of the hour/day/week/month, and the web interface has some unimplemented logic.

Todo:

[x] Only render valid metrics for the new and edit pages, to remove the need to validate in the post controllers
[x] Separate "testing" and "production" heartbeat settings
[x] Don't compare against prior production data, compare against training metrics
[x] Lower and upper threshold - both optional, but at least one must exist
[x] Percentage vs Absolute Value
[x] Check for duplicate alerts
[x] Separate "title" field, autogenerate if not provided
