Make Release v1.8.0 #302

I've cut a draft release v1.8.0 and updated documentation and release notes. I'd like to publish it soon, but want to do some additional testing on Windows next Monday (2020-01-13). @beutlich maybe you'd also like to have a quick look on it, particularly regarding the completeness and accuracy of the release notes.

Great, thanks for the last PRs #303 and #304! I've merged them and published the release.
