Remove restriction not voting personally and for an organization #19

Currently the bylaw states: "An individual member who accepts to be a representative of an organization at a meeting can not exercise his/her voting rights as an individual member during that meeting."

But for electronic voting this is de-facto done differently, which is inconsistent.

Pierre: we should not take away voting rights of either individiuals or companies. Discussion Pierre, Hans, Francesco, Christian: OK with the proposal to remove it
