Specification of HTML version and/or supported HTML tags in MLS #2395

The Modelica Language Specification shall state

This issue is triggered by https://github.com/modelica/ModelicaStandardLibrary/issues/2519#issuecomment-387172225, which requires to support <figure> and <figcaption>.
