Update dependencies for tests #56

Update tests to use Python 3.9. Also, run on the latest draw.io deb.

@ItayZiv If you could fix the SyntaxError, please. I'd like to get this merged. (== instead of =).

I cherry-picked a85d643 as 52fd41e (#76) in another PR and made some of the other changes.
