See [#4] - ImplementContentModelAttribute (belongs to ModelsBuilder) and PublishedContentModelAttribute (belongs to Umbraco) should more or less do the same / be merged / whatever.

ImplementContentModelAttribute has (is going to have) many more options than just specifying the alias, and is used by the builder to determine how to implement a content type. The two attributes have different usages and are not exclusive.
