basicsr is not required, although we have incorporated ESRGAN in this project. numpy is required in the dependencies in other packages, which will be installed automatically, thus we do not need to add it to the requirements.txt.

By the way, we don't like using a fixed version of any packages, unless there are issues in compatibility.
