[RootUtil] root 디렉토리 관련 util 생성 #495

작업내용

  1. student에서 서브함수 제거
  2. root라우터에서 사용하는 모든 서브함수 util로 이동
  3. 불필요한 Student 모듈 제거
  4. util의 makeResponse 사용
