Add ImplicitUsings #1950

Something that jumped out as a non-invasive cleanup.

If this is too much, I'm fine with rejecting the PR.

Modern applications include enable in new project templates. It's a nice little syntactic sugar that gets missed a lot when upgrading older framework projects. I'm always happy when the number of usings gets uncluttered.

Your call @kamronbatman. Just a suggestion.

I also File-Scoped every file. I noticed some were already and you have the rule turned on. Figured you wouldn't mind the consistency.
