I have a Flow with a lot of actions (412!) that results in a 347 page document and experience the same issue as you. Opening it directly after converting it only shows 100+ pages, and Word fails to do much more after that (can't even scroll to those pages beyond).
I think I know what causes this issue, and one way to fix it is to select File-->Info-->Convert (under Compatibility Mode), confirm a dialog and then saving the file:
Close the file after saving it, open it again and let Word finish opening it before you go to the pages towards the end of the document.
I need to do some further tests, but looks like as if the 2 images I include in the document cause these problems due to compatibility mode (fallback added for older Word clients (2010 and older) which I might skip if it turns out to be a problem). Will see if this can be fixed, but can't promise any date for this
30mins later and my test was successful! Issue has been fixed mostly, though you still should open the document, save it, close and reopen it again. Ran this with a largish flow (184 actions). Smaller flows come out fine, but for this large one, the docx output will not show content past page 77 in Word. On the navigation pane the sections are there, but not navigable or viewable on screen. Can copy raw text into notepad and see full content, but of course no useful table styling. Is there something I can do different to view full flow detail?
