feat(disv2d): introduce support for a 2D vertex grid (for overland flow)

• Introduce new 2d grid type
• Purpose is to support creation of new SWF model data sets
• Not formally tested yet in autotest
• Plotting in 2d needs work and testing as does other export capabilities
