Each time I restart my PC I had to re-toggle the visualizer again to enable or work.

could you describe your issue more? with screenshots perhaps. and are you by any chance using a bluetooth device?

Have you tried right clicking the bar and clicking "Refresh skin"?

I apologize for not responding, but indeed refreshing the skin fixed the issue.
