Plugin is not in ClientConfig category, although the category exists #178

Summary

After installation the plugin is not in the ClientConfig category in tree, although the category exists:

cc_cat

Expected behavior

The plugin should be in its category.

Environment

ClientConfig 2.3.0-pl, MODX 2.7.2

It's a little redundant in my opinion to use a category when there's only a single element in it. Probably better to not create the category in the package than to assign it.
