proxy: no longer able to send its config to registry if using mysql storage #148

I believe #145 broke the feature where the proxy reports its config to the registry

2019/06/28 12:24:23 ERROR [startup-config-handler] failed to accept startup configuration from 127.0.0.1:36384, storage configuration cannot be empty
