proxy: enable support for statsd metrics integrations #31

It is common to configure statsd emitters, to produce fancy dashboards in Grafana, datadog, etc. The configuration should allow for setting up any number of statsd based emitters.

setup to use fakeadog, but needs https://github.com/johnstcn/fakeadog/issues/3 before the output looks nice
