Update indicator persists after dismissing all new update notifications

Describe the bug

Dismissing all mod update notifications on the site and navigating elsewhere leaves the green dot on the bell as-is, causing me to sometimes navigate back to the page only to realize I have already checked for updates.

Steps to reproduce

• Have updates on a mod you follow
• Go to the updates page, dismiss the updates
• Navigate elsewhere on the site
• Get confused because there are apparently still updates, but the page will be empty

Expected behavior

The green dot should disappear once I either click "dismiss all" or dismiss all notifications one by one.
