Add descriptions for each tag on the tags project settings page

Is your suggested enhancement related to a problem? Please describe.

Some project authors really stretch certain tags (for example, the Optimization tag, sometimes Technology, etc.) and select those that don't really apply to their project, which makes finding content relevant to what you want harder for the users.

Describe the solution you'd like

On the tag selection page, show a description for each tag, describing exactly what it's for - that either by placing tags into a vertical list to make space for descriptions, or adding a tooltip when you hover on each tag.
