Disabled mods in modpacks don't show in contents tab

What operating systems are you seeing the problem on?

Describe the bug

When you export a modpack with some mods disabled, those mods aren't probably added to the instance's content page

Steps to reproduce

1. Have instance with all mods disabled
2. Export as mrpack
3. Import mrpack
4. See content page blank but with all the files there

Expected behavior

For it to show up
