Stable version is not respecting Quilt's stable version #617

Describe the bug

Steps to reproduce

  1. Create instance with stable release.
  2. Version of created instance is latest release.

Expected behavior

To not reset

Can you confirm if this is happening on the latest version?

But video was recorded right after 0.5.2 update 123 (GMT+3)
