Support comma as decimal punctuation #65

Some people use commas as decimal punctuation, but JS doesn’t understand this. Make it work.

I’m gonna switch this to wont fix. Unfortunately it goes against the default behavior of how numbered web forms work. If there is native internationalization on numbered inputs i’d be more inclined to fix.
