The Create User Group Wizard currently requires you to select a Policy and you can't save a new User Group without making a Policy selection.
If the Wizard is minimized, you can't save the User Group and don't know why.
The use of the Wizard section should be optional and if the policy defaulted to (no policy), it would be.
Selecting a Policy other than (no policy) creates a Context Access ACL entry, which conceptually doesn't have anything to do with creating a new User Group and it won't be clear to inexperienced users that the ACL entry may or may not be created depending on the Policy selected.
