RichText TV and Static Resource #10296

I believe tinyMCE or alike won't load on RichText TV if the resource's type is Static Resource. I'd be better if they are independent.

In my case, I need Static Resource to avoid duplicating templates for small changes, and apply a RichText TV as the replacement of the content, which becomes available on Static Resource to supply editable content for user.
