While running version 2.2.10-pl I've concluded that OnInitCulture is not in the right service class.
Class 3 isn't loaded in Web due to Manager restriction and visa versa for 2, which is a Web restriction.
OnInitCulture currently resides in "Internationalization", which is class 3. Now, all fine and dandy, but that specific service class isn't loaded with the manager. In addition, the "newly formed docs":http://rtfm.modx.com/revolution/2.x/developing-in-modx/basic-development/plugins/system-events/oninitculture (awesome job btw) shows that it belongs in the parser class... I've moved it from 3 to 1 and it works fine yet again.
