Create read-only system setting for [[++site_url]] et al. #3596

There are several system settings which are available to MODx, e.g. [[++site_url]] are born of the MODx config file, but they do not appear in the System Settings. It would be nice to have a read-only system setting for the [[++site_url]] that reminds users that there are other placeholders available for use besides what's in the System Settings list. The description should make it clear that this setting is derived from the configuration file.
