Date and time formats are ingored in manager

Date and time formats set with @manager_date_format@ and @manager_time_format@ are ignored in manager. I've got them set to @Y-m-d@ and @H:i@, which should result in @2011-05-26@ and @21:26@. However, throughout manager they are displayed in various formats native to US, I guess.

It's ignored in:

• MODX Browser uses
• File edit form
• Setting modification timestamp
• Last login in home page
• Resource view page
• Manager log
• Package Manager

It's respected in:

• Resource settings tab (only?)

I guess there are other places where date and time are displayed in manager.

I think issues #236 and #4610 are related to this. I think that date and time formats in manager should depend on locale set in system settings, which then could be overridden by @manager_date_format@ and @manager_time_format@.

However, wouldn't those two settings become superfluous then? Would setting the locale for a user change date and time format used in manager for him?
