Base of current 2.3.x theme and increase the contrast of the colors. Also will need to have the focus styling added to the Sass/CSS files.

SASS baseline is updated. needs visual testing by @paulbohman

If there is a functional demo somewhere -- Ryan mentioned putting one up on MODX cloud -- that would be the easiest way for met to test these things.
