[3.x] [2.x] Help popup's pages language in manager need to be i18n-ed #16543

Bug report

Summary

When i go to System setting and press Help button, i see wrong-version in te popup page.

Expected behavior

I expect MODX version in opened Docs match with my MODX version installed, and Docs language match with Manager language (with english fallback for unsupported yet docs languages)

Environment

MODX 3.0.4 and MODX 2.8.5 but all version has problem
