FC Rules w/ isfolder constraint block tvs #8937

I have set up two different resource/update FC sets, one has the isfolder=true constraint, the other isfolder=false (tested w/ 0 and 1 resp. as well).

What is happening: as the isfolder set blocks 50% of tvs, and the isnotfolder set blocks the other 50% of tvs, all tvs are blocked. Not the way it should be as I understand it.

So both sets are applied instead of one.

IN FC sets tv visibility rules are applied always and not only if constraint for the set is true.
