Are you behind a proxy? If so, did you set the HTTP_PROXY/HTTPS_PROXY
environment variables as the error message suggests?

If not, are there any other unusual network settings in your current
environment?

This error occurs when gcloud cannot reach the login server
(https://accounts.google.com/). If you need to use a proxy to reach this
address, set the environment variables as described here:
https://wiki.archlinux.org/index.php/Proxy_settings

This is not a correct address:
HTTP_PROXY=http://1192.168.0.1:8080;http://localhost:808o;
No address can have 1192 as an IP segment. I think you meant 192.
Also 808o is not a valid number. I think you meant 8080.

I would also suggest you try with just one address, not two. Either 192.168.0.1
or localhost, but not both.
