Update for Python 3.10/3.11, drop 3.6/3.7 #49

We should check that MoDyPy works with current Python versions.

LTS for 3.6 and 3.7 has ended
3.10 and 3.11 are available as stable releases
3.12 is in development

[ ] Replace scipy.misc.central_diff_weights using findiff or numdifftools
[ ] Replace scipy.signal.lsim2 by scipy.signal.lsim

There is a build issue for numpy on Python 3.12 (https://github.com/numpy/numpy/issues/23808), that keeps the automated build from succeeding, so we'll have to postpone 3.12 support.
