Create new user role, superop #26

Superop is blocked until #24 is complete.

Once it is complete, superop will have full op roles on every server. Only another superop or master class user can grant superop.

oh this is.... this is horribly outdated. superop is the replacement term for master user so we will need a new term for this prior "amazeballs op level"
