Added library installations

At the moment

The required libraries are assumed to be installed directly using python3, so there's no need to install them from the requirements.txt file. You can run the python script immediately without any additional library installation for basic functionality.

Don't think this is necessary since it is basic command to install pip packages.

not everyone knows but still its just a contribution they want to add it or they can close the pull request

i think purpose of this section is to provide high level steps involved. exact commands to run including the one proposed can be found in CONTRIBUTION.md
