I propose test case generator 0.1, which contains basic functions of _generating test cases _ for Trevize.

generate graphs and path .csv files (g.csv, stv1.csv)
available parameters may contain:
- node in G
- int in (0, 600]
- edges in G
- note: out-degree <= 8 for each node in G
- weight: int in [0,20]
- may have multi-edges between nodes (to test response speed, but guess not in v0.1)
- nodes in V1 (denoted V' in problem)
- `int in [0, 50]

update:

as we need an standard reference in Gaia (test framework), the test case generator should also has an option to generate all possible routes and weights.
