overscan issue #58

What steps will reproduce the problem?
Reproducible every time.  Currently running pixhawk w/ Fatshark 6.8ghz 250tx, 
and attitude SD goggles.

What is the expected output? What do you see instead?
Bottom row of OSD data is cutoff at the bottom of the viewport in the goggles.

What version of the product are you using? On what operating system?
Latest firmware of 2/5/14.

Is there any way to adjust overscan so I can use the bottom row?

Think this may have to do with the NTSC / PAL switching, it's not "Sticking"
