Remove Phone Number Matching for Persons already on CR #126

The current implementation of matching clients already on CR is resulting to clients using a different number from the one that they registered with is resulting to the matching failing. This results to the UPI not being pushed to eCHIS.

People may lose or change phone numbers thus this should not be a check.
