echis-khis aggregate service has not been running, hence no data goes to KHIS #131

Findings from checking aggregate service

  1. It has not been running - We shall find out the onset of this
  2. The .env file points to an incorrect Postgres server, 10.127.105.45:5432 (Migori/Siaya) when it should be pointing to 10.127.105.79:33000
  3. There are several missing variables such as the cron variable, and the query.

To fix

  1. Start with staging to ensure it runs
  2. Migrate to production
