Improvements in "Business >> Whats On" page #624

The title of the page "Whats on" is a link. It should not be a link.

Any heading items from the agenda are listed as links. Headings must not be 
linked , but just displayed.

Further required improvements -- 

* it would be good if in the tab, when empty, we have something like, ideally, 
e.g. for bills: "no bills scheduled from: Wednesday, March 1, 2006 to: Tuesday, 
June 15, 2010" or at least " "no bills scheduled for the selected period " or 
... "no item is scheduled for the selected period "

*  a small calendar like the one in this page of the UK Parliament  
[http://services.parliament.uk/calendar/]  will be quite handy not navigate 
around (see screenshot for dailyview)

* currently the default setting is "ten days from today", not really smart. See 
here in the UK Parliament the have a pre-set | today | this week | next week | 
Actually the system is "smart", e.g. since today when I am writing is 
"Saturday" as default it takes me to "future/next week", Monday it will show me 
"today" if they have anything. But even if we cannot now have a "smart" option 
... we should have at least | today | this week | next week | 

* listing in "what's on" : Adapt the following styling items from the above UK 
listing :
   *  'expand/collapse" (in the weekly view - see attachment) 
   * sitting are listed "09:00 - 12:00 (parliament) P03_BP" we need improve the readability - may be it could just be "09:00 - 12:00 plenary sitting" - (see also sittings)
