Group End Date - Dissolving Groups #764

Current :

The group end date is field on the group form which can be edited at any time, 
when set the dissolve action appears in the menu

To Do :

Instead the correct behavior should be:

The dissolve action should always be available.

when dissolve is seelectd by the user the  workflow transition screen must 
prompt for the group end date.
