Watch List for a group of people. #16

Implement a watch list for a group of people so we could know when they enter a hangout and being notified from them. The hooks are all there, it just needs a UI to make it happen.

I implemented the UI for the options page that will support this! Basically, watch list on a circle, so users can register a circle and they will watch for that and receive notifications for that.
