Capture Moment not on toolbar #80

Here's a link to a screenshot where the Capture Moment is not an option: http://screencast.com/t/lYqInCUO. I'm using the dev version right now and I started the hangout. I'm on Chrome 16.0.912.63 & Windows 7.
