Allow Reload Strategies to have an option to bypass cache

Right now "bypassing cache" is a global state, either it's on or off. Would be nice to have all the reload actions (context menu, button, keyboard) to have extra options for bypass.

• In options, popup button and keyboard action will have an extra settings to bypass cache.
• In options, all of the reload action context menus will have an extra setting to bypass cache. This extend the context menu to have two level deep, one for bypass, and one for not for that menu option.

My worry is that it will clutter the context menu even more. But doing that might allow us to add more strategies like:

• reload
• reload (bypass cache)
• suspend
