Add bug report template and update related documentation

We have added a new issue template specifically for bug reports. The README.md, docs/about-this-repo.md, and .github/CONTRIBUTING.md files have been updated to reflect this new template. This helps in gathering more detailed information from users reporting issues, enhancing the quality of bug reports.
