Extend the Geolocation on ODK Client to support wireless location
not just GPS. 

We can even fetch the location from Wireless networks like (WiFi/Cell towers) 
which would be helpful if there is no GPS support. The accuracy might be less, 
but that is better than no support at all.

I would support the suggestion that the system have the ability to fall-back on 
cell or WiFi locations in the absence of a GPS signal (or use of a phone 
without that capabitity).

I would also find it extremenly useful if the location could be 
1) Shown on a map
2) Together with the ability to 'nudge' the recorded point.

The first is useful to check the system is working correctly and the second 
will often allow a more accurate fix. (I live on the banks of a river and half 
my fixes are in the river!)

wifi and cell localization has been added to 1.1.7. 

picking a location from a map is complicated because that won't work well 
offline. instead 1.1.7 will alow you to se the location on a map if you'd like.
