Unicode issue with Hindi language translation - The Hindi characters are replaced with "????" #210

What steps will reproduce the problem?
1. Upload attached "Sample-Hindi.xml" in to an aggregate 
2. Download to any device (I use Google G1 with ODK collect 1.1.5)
3. Also you can replicate this issue by "View XML" through XForm definition of 
ODK collect

What is the expected output? What do you see instead?
The labels should remain in Hindi E.g "जिला"

What version of the product are you using? On what operating system?
Linux, ODK 1.1.5 in Google G1 phone

Please provide any additional information below.
I am able to view the form labels in "Hindi" when updated the XML form manually 
in Sony Xperia X10; Firmware / AndroID 2.1. However could not sync data 
collected in the phone to ODK aggregate.

hindi support is an operating system issue. android 1.6 (which is likely what 
you are running on the g1) doesn't support hindi. new versions of android 
support the individual characters, but not the scripts. when android gets full 
hindi support, odk will support it.
