Briefcase problems with large data set #216

Briefcase seems to get a bit flakey with alot of records. When it has problems, 
the java applet on the page behaves normally, but the dataspace remains empty. 
The whole thing finishes but there are no files in the dataspace directory. 
This also is intermittant, but tends to happen when the datastore is large. 
When it works, we prefer to use briefcase because it supports incremental 
downloads and bulk-loader doesnt.

This was specific to the Briefcase Applet.  Closing this issue as it is 
addressed in the Briefcase v1.0 application.

Briefcase will begin to have issues as the number of records gets very large 
(>10,000), as this will bloat the directory size and could cause problems at 
the OS level and when the entire list of Files within the directory is loaded 
into the JVM.
