Issue of Hindi characters replaced with (???????...) in ODK Aggregate

What steps will reproduce the problem?
1.upload attached "Sample-Hindi.xml" in to an aggregate 
2.Click the "View XML" Button  through XForm definition of ODK AGGREGATE
 to view the xml of the form("Sample-Hindi.xml")
3.Hindi characters are replaced with question marks backgrounds

What is the expected output? What do you see instead?
The labels should remain in Hindi E.g "जिला"
instead it is showing question marks.please see the screenshot attached(issue 
of Hindi.png) for this.

Verified fixed in Aggregate 1.0 beta 2 issue 212 verification build (and likely 
earlier).
