ODK Aggregate v1.0 beta - Windows Configuration Wizard #223

Additional errors (on Carl's Windows box):

(1) wizard doesn't give option of creating a new install folder during install.
(2) requirements q:
  Carl: I feel like there shouldn't be an option for choosing encryption on install.  We should just default to something and then let the user change it.

(3)  Error:
Problem running post-install step.  Installation may bot complete correctly
Unknown error while running -cf
c:\Users\chartungAppData\Local\Temp/[hex 
stuff]/cfg-war/WEB-INF/lib/ODKAggregate-settings.jar -C gae . -C common.

2)  If "show additional" box is checked on the last screen:
There has been an error.
Error running CScript.exe /E:Jscript
C:\Users\chartung\Documents\aggregate\launchReadme.js: Program ended with an 
error exit code
The application will exit now.

3)  When I try to load the url to my new aggregate instance on the web:
error: not found

(2) As a security admin, I'd want to know that I was configured one way or the 
other, and not let it be dynamically determined.
(3) fixed (needs verification...)

(1) -- opened support issue with Bitrock
2nd (2) -- added a WScript.Quit(0); to launch script to force exit code to zero.

2nd (2) - Got rid of README launcher for Windows.
(1) -- this is a BitRock issue independent of our installer that they are 
working on.  Opened issue 236 to track
