IE 8: Submissions Filter page is not refreshing filter or submissions set #265

What steps will reproduce the problem?
1. Using IE 8 (works fine in Firefox)
2. Clean install with Tomcat and PostgreSQL
3. Upload form definition
4. Upload 3 submissions for form
5. Select the "Submissions" tab.

What is the expected output? What do you see instead?

It should show the form in the Filter tab.  It doesn't.
The Filter tab is blank.  

Also: now, delete the form.  Select the "Submissions" tab.
The submissions and old filter are still displayed.

This works fine in Firefox.

Fixed in IE9.  Dropdowns don't really work in IE. You can use up/down keys to 
make selections, but cursor navigation is broken.
